The dept of defense can waste money hand over fist, but they cant think of something better to do with remains of our fallen troops than this? Given the consensus on the issue it was inexcusably tone deaf, and an inexcusable managerial mistake to toss these remains out as trash. Given this airbase is only miles from the open sea it would have been plenty eash to stockpile the ashes until a decent load of them was around, and then, after an appropriate ceremony with a chaplain to have spread those ashes out over the sea.
