If at any time a trade will result in an owner having fewer than one pick in the first three rounds OR less than 7 picks total (draft is set for 8 rounds) in the next year's draft then league dues for that year will be required from that owner before the trade is processed. The Player Commissioner will put the trade on hold until fees are received.
