Most employees serve at the pleasure of their employers, who may terminate them for any/no reason (as long as they are not discriminating against someone in a protected class). What if it wasn't discriminatory, but they were fired for refusing to break the law as part of their job? Would that be an illegal firing? I would say that your average employee would be protected by the law of his/her state. I'm not sure about higher ranking employees of the United States government.
