Obviously, most repubs would give congress a thumbs down. Changes in congress were made during the last election when it was asserted that the dems were going to insure that the policy in Iraq would be changed. Instead, it appeared as if congress rolled over for the president and as such, I'm sure many dem voters are upset with congress.
