Today's vital records (death, birth, marriage, etc) have mostly all been data entered in to a database so when someone wants a certified copy of such record, they get a brand spanking new copy on fancy paper. Most all before were printed on plain white paper and easily copied. Now the paper has copy safeguards on it, such as when you make a photo copy it says copy all over it.
