Sounds to me we can lower the corporate tax rate and increase the tax revenue. At the same time, encourage the growth of business in the US. While this article wanted to use the money for stimulus, I am sure there would be better ways to spend it, like reducing the deficit. For the same reason that the fair tax (or any retail sales tax that gets rid of the IRS) would never really get enacted - it's about power. Everything these politicians want to do does one of two things: 1) increases their chances of re-election, or 2) increases their power (which also helps number 1).
