Just tell kids to not have sex. I mean, when was the last time a kid did anything they weren't supposed to do? All you need to do is ignore the fact that our bodies and our sex-drives have been around much longer than the institution of marriage or the notion that 18 years old is when you're supposed to start having sex. Silly me, and all this time I thought the problem was that the last Congress found it politically expedient to neglect their duty because they were concerned about adding more damage to their re-election bids.
