I'm assuming these are two separate points: (1) Vouchers are risk adjusted and (2) documented medical conditions are taken into account when calculating vouchers. The way it is written, it looks like those who are at higher risk to incur medical costs receive a larger voucher, but I'm assuming that when it says they are individually risk adjusted, that means if you voluntarily engage in behavior that is likely to increase the chance of health issues, like smoking, then such behavior reduces the amount of your voucher?
