I'm all for most of the helmet to helmet rules and penalties, but that's pretty crazy. The only thing I can think of is that it's the precursor for the next rule, that you can't hit a RB in the helmet at all and all helmet to helmet will be penalties. There has been so much grief about "how about protecting defensive players too" that they will let this sink in for a year and then drop the other shoe in '14.
