Rovers Posted March 24, 2005 Share Posted March 24, 2005 The NFL voted down changing the down by contact rule, fearing player injureis that might occur after the whistle. Also voted down was the proposal by Kansas City to implement a 15 yard penalty on pass interference calls, unless it was flagrant, and would be a spot foul.
