Seattle drives to the 30ish with the clock running down. they set up to spike the ball to kick the field goal with less than 10 seconds to go but get called offsides. instead of running the clock out, the officials stop the clock, push them back 5 yards, and the Hawks kick the game winner.

 

now why was there no runoff? a nearly identical situation happened recently with a really really long FG to tie or win (forgot which game), and the officials ran 10 seconds off, ending the game.

 

is the clock runoff penalty at the official's discretion?

No, if I remember correctly the call was for an illegal formation which occured before the snap, therefore no runoff.
