If it was a deck on the ground thats one thing (even though you still need to do it correctly) but a deck on the second floor. I would hire a professional or make friends with a carpenter. Sound advice. In my neighboorhood, under 36 inches tall was a breeze. Getting taller stuff permitted and inspected as an amateur was a major pain in the butt, even though they told me they had a special process for it.
