They can afford it, but they don't need it. 84,000,000 - 18 to 25 years old adults. They're indestructble so why buy insurance? 12,600,000 - Illegal aliens. 9,000,000 - Working adults in between jobs and only temporarily uninsured 8,000,000 - Kids who are covered under existing programs but haven't been signed up by their parents. 3,500,000 - Poor adults who are eligile for existing programs but haven't signed up.
