Is this something the commissioner simply has to be vigilant of? We recently had an instance where someone with a weak bench traded their bye week starters to another team for a few of their bench players who were much better. Obviously they plan on returning each other's players after the bye is over. I called them out and got it reversed. ...this is cheating, right? Roster pooling is a form of collusion, and thus you shouldn't need a written rule against it any more than you need a rule against collusion, which of course is an unwritten rule that its not allowed. People will try to lawyer the issue ("then why aren't all trades collusion?" or some BS justification), but it is very clearly not in the spirit of the game to lend players to teams you're supposed to be competing with. When ever I feel it would be in the best interest and to avoid any fighting. I get them to vote on it. This would help in your situation. Some of those deals would be vetoed.
