You can start 2RBs, plus one in the flex if you want, but you can only carry five total. Similar limit with WRs. With 12 teams or more it keeps everyone from loading up their rosters with RBs and leaving nothing on the wire. Yes, you could say that people should be able to do what they want with their bench, but it tends to make waivers a bit more exciting on Wednesday morning as there are players out there actually worth targeting. Some leagues do that, some have IDP, some have PPR, some use flex spots, some have D, some use D/ST. I've never liked roster limits for a given position and would be against them.
