The team needs a net loss of free agents and the values are based on how they did with the new team. The best values would give a pick at the end of the 3rd round. Compensatory picks are a strange concept. It's not a reward, it's compensation. The Ravens would have paid Adalius Thomas very good money if it wasn't against the rules of the salary cap. The only reason he was let go was they just didn't have the cap room. It's a reward for drafting such a good player and not being able to keep him due to other rules. You are responsible for managing your own cap. Why should a team receive 3rd, 4th, 5th, etc round picks inserted in front of other teams that manage their cap well? Number of Choices and Eligibility:(a) The Draft shall consist of seven rounds, with each round consisting of the same number of selection choices as there will be Clubs in the NFL the following League Year, plus a maximum number of additional Compensatory Draft Selections equal to the number of Clubs then in the League, with such Compensatory Draft Selections reserved for Clubs losing certain Unrestricted Free Agents. Each Draft shall be held between February 14 and May 2, on a date which shall be determined by the Commissioner. Section 10. Compensatory Draft Selections: The rules and procedures regarding Compensatory Draft Selections set forth in Section 2 above shall be as agreed upon by the NFL and the NFLPA.
