the Military's standard transliteration guide to Arab names and places prohibits the use of C, O, P, and E.

 

As far as the nut job from Libya? in Arabic it starts with a Q, but in the Libyan dialect the Q is pronounced like a G.

The Arabic spelling of his name transliterated into the standard arabic technical transliteration system is QZAFI.

The pronunciation of Q's as G's in Libyan dialect is largely because the Colonial Italians who occupied Libya couldn't pronounce Arabic correctly.

 

All that said, there isn't really a right or wrong way to do it, but I would spell it: Qadhafi
