Most likely there will be QBs, so you may have to hold Bell just for strategic purposes, due to the likely fact that the majority of RBs will be protected so your picking will be very slim. The argument for Bulger is that he is a much safer pick than Bell, but then you have to hope that a decent RB is there in the draft for you to fill in your RB2 spot.
