Chester is a better runner, but Betts might be a better start I agree; I'd shy away from a guy who's one solid shot to the ribs away from the bench. Taylor could have a terrific game, but could just as easily end up in the locker room after 5 carries. Betts is the safer option, and should be productive vs a not-very-good Phi run d.
