Validating members?

I have a friend who tried to sign up for the message boards, and it's been a week since he validated his email address and he still can't post.

 

If you go to the Members link, and view all members by join date (descending)... you can see there are vast numbers of members in limbo since 2/7... and NO new registrations at all have been approved since 2/14.

 

What gives? Is this a waiting period? Did someone drop the ball? Is something malfunctioning?
