Yeah, I'm sure George Washington envisioned the 1st Amendment to the Constitution to sell fake Viagra pills to 10,000,000 people in hopes a few thousand would fall for it. On first glance, Virginia wrote a stupid law. Why make a law about the number of emails someone can send without specifying that they are talking about commercial messages? That's what you get in a red state when you hate lawyers and instead elect idiots to write your laws.
