2 teams making moves after T-Day

In my local, after MNF we have 24 hours to make drops/adjustments to roster so we are at 21 players. We have "transaction" night on Thursday. If games aren't on Sunday then only for those teams "transaction night" is the night before. i.e thursday games, blind bid must be submitted on Wednesday, etc. Well, this week after T-Day a team drops J.J. Arrington for Tashard Choice( MB3 is his other RB). All three have played and week 13 games are not finished. The commish put the move through, 3 other teams have posted remarks on our MB how this shouldn't have happened. Since commish hasn't responded to remarks/question, another team has put in to pick up Hixon. The only receiver this team has left that hasn't played week 13 is Wayne. His other 3 WR played Thursday too. he's trying to drop reggie brown for Hixon. Would you allow this if you were the commish. dropping/picking up players when their games finish and the late games haven't started/finished? Add. info- if these games were all on sunday we can only pick up or drop up until the first game after that our roster is set until after MNF.

It all comes down to the rules.

 

In all of my leagues once a player's game has started for a particular week said player is ineligible for waivers until the next official waiver period (sometime after the conclusion of the last game of the week).

 

Some of my leagues freeze all free agency with the kick off of the first game of the week.
