There rules are pretty simple. Come up with something that humans do that isn't in some way shape or form regulated or otherwise banned by Federal, State and/or Local government laws. I'll start. The actions that are the result of overreacting could or could not fall under one or more laws or regulations, but overreacting in itself doesn't have any laws or regulations that I'm aware of.
