West Europe eventually decided that it was too 'Evil German' and abandoned it. Other militaries aren't so sensitive so they keep using it-- in many cases around the world it exists as a result of Western European influence. It's not dissimilar to types of salutes, for example this disappeared after the rise of Nazi Germany as well-- again, it was too 'Evil German' and was abandoned.
