Coach speak + just not handing the guy the job. It was said right away they'd be waiting until after their bye at least. Shanahan has a complicated offense, it will take time for Jimmy G to digest it. Being up front and saying "no gaurantee he becomes the starter" is just settting everybody's expectations. Also this is more about the future for SF than this year. At most they want to use him to help evaluate other talent on offense, get him signed to a long term deal (or franchise him) and have him as their QB next year.

 

I doubt he sits all year and does not play.

Per Schefter, the 49ers might not sign Jimmy to a long term deal. They are looking to tag-trade him this offseason

can they tender him? I think a 1st round tender is very cheap compared to tagging? Then they can trade him.

But they're dumb if they're not going to consider him for the future. I think John Lynch is trying to get too creative.

 

Maybe they're leaking false info.

His asking price was too high. The Patriots didn't want to sign him to a ridiculous Brock Osweiler deal so they traded him for a #2. Again, the Patriots prove smarter than everyone else. The 49'rs are gonna have a hard time justifying an $18M for a QB if they don't see what they got and start him this year and add on the reality they will have a top 3 pick in the draft....well...there ya go.
