Coach Jeff Fisher confirmed yesterday that Brown, who has battled turf toe since the Oct. 24 game at Minnesota, won't play again this season. ''We're going to shut him down for the rest of the year,'' Fisher said. ''We're just going to let him try and get healthy.'' Brown did not travel here with the team. On Friday he went to Charlotte, N.C., to see Dr. Robert Anderson, an orthopedic surgeon for the Carolina Panthers. Fisher said Anderson agreed with the Titans' medical staff that the best thing for Brown's turf toe was to sit out the rest of the season. He hasn't practiced in weeks.
