The Ruskies had thousands of nukes yet we didn't have to suspend the constitiuion and Habeus Corpus. The Axis in WW2 had far more weapons than we did we did lock up the Japanese but did we really need to? Many had been here for 50 years and more. Bin Laden killed 3000 people give or take but the damage we have done to ourselves in lives and money is even worse than what he's done The things we are suffering seem to greatly outweigh the threat.
