Wasn't he convicted of this charge? Last I checked, escape from prison is also against the law. I think Maryland should make him serve his sentence out and add the charge of escape. While later serving a jail sentence in Washington state, Parker said he was told Maryland had dropped its detainer on him. He went back to using his real name and worked in New York collecting money from city parking meters. He was collecting veteran and Social Security benefits, and had been voting. If it seems like he has been living well and is rehabilitated - they should consider this done. They mentioned that he was arrested several times after he escaped though.
