PAUL, Minn. - A St. Paul man was charged with assault for allegedly gouging another man's eye out with a three-foot-long ice scraper Monday. Justin L. Mulligan, 28, was charged Wednesday with first-degree felony assault in Ramsey County. The victim and another man knocked on the door of a female friend of Mulligan's residence. The woman then called Mulligan fearing for her safety. St. Paul police arrived at the scene after hearing Mulligan yelling at the two men -- whom were inside a locked car, according the criminal complaint. Mulligan then shattered the car window with the scraper and struck one of the men inside the vehicle. Police arrived to find the victim bloodied, with his eyeball hanging loose from the socket. Vision was a total loss in the eye. Mulligan stated in the complaint that he was intoxicated during the incident and admitted to having anger issues.
