Browns still have a lot to spend. Sure they'll have to pay their draft picks too, but that shouldn't be too bad with no 2nd round pick and the smaller contracts we've seen starting last year.

 

Anybody remember what the minimum number amount of the cap is (percentage or $$) that teams have to spend.

It's a lot grayer than originally reported, and not really a "salary cap" minimum but a cash minimum over time. A lot of the cash they spend this year could be spread over future years (signing bonus pro-rated) so they don't really have to hit a cap minimum. And technically, they could hold off on spending cash this year and "catch up" in future seasons.

 

"For each of the following four-League Year periods, 2013–2016 and 2017–2020, there shall be a guaranteed Minimum Team Cash Spending of 89% of the Salary Caps for such periods"

 

 

 

Basically, the players don't want to get involved in salary cap semantics. They want the cash paid out, period. However teams decide to massage that is up to them, and this language can only work in the players' favor over time.
