On this day in 1861, President Abraham Lincoln signed into law the first federal income tax, the Revenue Act, to raise money for a fight against the rebellious South. Lincoln and Congress imposed a 3 percent tax on annual incomes over $800. Lincoln had asked several cabinet members in March 1861 whether he had the constitutional authority to "collect such duties". Congress repealed the law in 1871, but passed the Sixteenth Amendment, which put in place the federal income tax system in use today.

Interesting, a President that asked if he actually had the Constitutional authority to collect such duties. Nowadays, Presidents run amok expanding government power, pissing away untold billions of dollars, and increasing taxes without a second thought.
