Bengals.com has him as a GTD. He practiced this week, but only light drills and he didn't catch any game-speed passes. I don't believe for a second that a bruise keeps a player out 2 games. That hand almost certainly has an unreported fracture. He's only 3 weeks removed from the injury. Find someone else to play this week IMO even if he does start.
