"This is a tax or a penalty on just living, and that's unconstitutional," he said of the mandate to purchase health coverage. Congress and the president violated the 1st, 6th, and 11th amendment and have, essentially, posed a living tax on us. That is highly unconstitutional. Partisanship is playing a role here, but states have a genuine reason to fear the results of this bill aside from party politics and consitutional law. I've heard a few state gov people talking about the expansion of medicaid under the bill. They believe (can't verify this) that there are not adaquate compensations in the bill to help states cover all of the extra enrollees in medicaid. I hope the health care thing works but I am disgusted by the way they went about it. First, insurance companies would no longer be allowed to deny coverage to children with pre-existing illnesses. Second, children would be able to stay on their parent’s insurance policies until they turn 26 years old. Third, Medicare recipients who fall into a specific coverage gap will get a $250 rebate. Other changes include an excise tax on indoor tanning, which will increase the cost of that service. Also, individuals that have not had health insurance for 6 months will receive a subsidy to enroll in high-risk insurance pools run by the states. All new insurance plans sold must exempt preventative care and screenings from deductibles. Finally, small businesses with fewer than 25 employees would receive up to a 35 percent tax credit for providing health insurance to their employees.
