Actually, you can onside kick after a safety. Harbaugh's options were 1) Take a knee and go home with a win. or 2) Take the 2 points and have Seattle attempt on onside kick. Not advised as the ball wouldn't bounce off the ground, thus allowing the receiving team to call for a fair catch. This is why they drive the nose of the ball into the ground to make it pop up high rather than just sand-wedging it, which would be much more reliable. How do you decline a scoring play. I assume it was a penalty resulting in safety (holding or grounding in the end zone), but he said he didn't think so.
