He played for seven seasons and topped 1100 yards five times but he seems to just be short of what the HOF would be about. If he could have played for maybe 3 more years I would think he would be a definite candidate. Too bad really because he was that good. The ONLY way he is short of HoF standards is by gross numbers - on a per-season basis, he's as good a WR as there was.
