Bengals know they aren’t signing him next year so might as well see what else they have on the roster. Now they know they have zero capable QBs for next year. At least they can get a better assessment of the WR with a better QB (that is not saying much), but at least Dalton can throw the long ball and has more experience reading defenses than the new guy. My impression was that he was average to above average for many years, I don't know about this year though I think it was the timing that was more the issue. He was hoping to seek a trade and they benched him literally right after the deadline. Too many teams think a HOF QB is waiting there in the next draft, just for them. Some times average is as good as you can do, and with the right talent may be all you need. Trent Dilfer wasn't as good as Dalton, and his team won a SB. it is also the first year after the reign of Marvin Lewis who was a bigger issue with the Bengals than QB play.
