Over time it came to mean a no-name, substandard performer, usually associated with sports. E.g., "a few years ago, the Penguins consisted of Mario Lemieux and a bunch of squeegieboes." I used to go to work with him several times a week and would play around the wharf with my favorite little red wagon. I used to bother the incoming fishermen for a fish which I would subsequently make my "pet" and pull around in my wagon. Dad always made me throw away the fish at the end of the day.
